The AHP-led care pathway makes physician-absent clinics — Thai รพ.สต. and Vietnamese commune stations — a swappable kit, default-off on both planes with zero behavior change.

Care is routed through four lanes: Lane A (physician-signed standing orders, capped), Lane B (remote co-sign), refer (always ungated), and blocked (default-deny). A deterministic, presentation-based red-flag detector covers chest pain, FAST, aggregated qSOFA, IMCI, and eclampsia — where unknown is never treated as normal and an error escalates.
